CHP creates snowy roads strategy...

Yesterday's spate of traffic accidents caused by
overnight rain, cold temperatures and fog is a sign that the winter
driving season is here. The California Highway Patrols Yreka Area
Command is taking steps to prepare itself for winter emergency
operations. Capt. Frank Parrish, Yreka Area commander, said that his
management staff has produced a fairly comprehensive emergency
operations plan. With Yreka situated along the busy I-5 corridor,
Lawson said, plans for highway closures, traffic control in the
aftermath of wrecks, snowplow deployment and even evacuation plans are
needed....

A Redding man apparently fell asleep and lost control
of his car, which partially sank into Churn Creek off southbound
Interstate 5 Monday morning, according to the California Highway
Patrol. Donald Burner, 80, the driver, was rescued by two people who
stopped to help, said CHP officer Jason Dotzenrod. The officer said
with the help of passersby he rescued Norma Bernardi, 82, from the
car, which was submerged to its dashboard...

Walt McNeill, a Redding attorney representing two
fiscal watchdog groups, asked Redding City Attorney Rick Duvernay for
14 days' notice of any meeting where officials may consider raising
fees on new business and home construction to collect money for
widening Interstate 5 from Corning to Mountain Gate. The California
Department of Transportation and county transportation planners have
asked Redding and other far northern Sacramento Valley cities and
counties to consider traffic impact fees -- also known by the acronym

the Interstate 5/South Bonnyview Road interchange, the Highway

Shasta County's system will cost less than expected. Bids for
construction of the $26 million bridge came in Thursday, with the
lowest at $21.2 million -- $3 million less than the county's estimate,
Public Works Director Pat Minturn said. The multimillion project is
designed to make the crossing on Airport Road, also called the North
Street Bridge, safer for motorists, bicyclists and pedestrians,
