The Redding City Council majority put on a rare display
of bare-knuckle politics when it rejected Mayor Mary Stegall's nominee
for the Planning Commission. The council voted 3-2 against confirming
Gail Rich for a four-year term on the commission. Rich previously lead
a half-dozen north Redding neighborhoods in a fight against
long-standing plans to push Hawley Road north of Highway 299 along
Churn Creek to feed the big-box shopping centers and apartment
clusters proposed around the I-5/Oasis Road interchange...

south as Tracy, and also on Interstate 80 in the Bay Area. Commuters
and traffic officials face perhaps the most worrisome and uncertain
summer ever. What's going to happen when state highway officials post
"closed for repair" signs on busy Interstate 5 in downtown Sacramento
next month? Will there be freeway chaos regionwide? Will gridlock rule
downtown streets?...

Could Tehama County someday be home to more than
300,000 residents? That question is being asked as the Planning
Commission took a key step Thursday in finishing a document that will
guide growth and land use decisions for the next two decades or
longer. Residential and commercial development along the northern I-5
corridor would occur in special planning areas. Robson and county
Chief Administrator Bill Goodwin said there have to be enough homes to
support needed highway improvements, such as a third lane on I-5 and

A big part of the debate surrounding Tehama County's
new general plan centers on a proposed 3,950-home development near the
Country Hills subdivision. The Newport Beach-based Sage Community
Group proposes housing and a retail center on the 1,308-acre Morgan
Ranch at Bowman Road and Interstate 5. Two-thirds of the property
would be restricted to age 55 and older, said Denis Cook, the

Redding's giant flag will be lowered to half-staff on
the funeral day of slain Anderson private security contractor Joshua
Munns, Enterprise Lions Club president Mike Ferrier said Friday. The
club takes the decision seriously because the huge Bechelli Lane flag
“makes a monumental statement,” Ferrier said. It can easily be seen
from Interstate 5. “Almost every time we lower the flag, (people ask)
why is the flag lowered, and if it’s not lowered, they want to know
why not,” he said...
